Background

Circular Action Alliance (CAA), a 501(c)3, became the first U.S. Producer Responsibility Organization (PRO) for paper and packaging in 2022, and in less than a year was selected by California, Colorado, and Oregon to represent producers and meet the requirements of their laws. The organization is poised to deliver best-in-class compliance services, scale innovation, and build systems that help both companies and consumers waste less and recycle more in these states, and in other states that have passed or will pass EPR laws in the future.

Working with CAA presents an opportunity to be on the front edge of recycling system innovations that will have a meaningful and lasting impact. As a member of the CAA team, you will support the organization’s work with our 20 Founding Members who are leaders in the food, beverage, consumer goods, and retail industries; companies (“producers”) whose packaging will be managed under these new laws; and a diverse array of stakeholders whose collaboration will be critical to delivering on the requirements of U.S. EPR laws and creating a circular economy for paper and packaging. We are looking for passionate, mission-driven, big thinkers to help us realize the full potential of the nation’s first EPR laws.

Position Overview:

Reporting to the State Executive Director, the Depot Manager supports development of the PRO depot system, managing relationships with collectors and transporters of materials on the PRO Accepted materials list. The Depot Manager will be responsible for managing contracts with collectors and transporters, and oversee the audit program to ensure collectors meet performance standards. The Depot Manager will also be responsible for ensuring commodities move to responsible end markets (REMs). The Depot Manager will be responsible for overseeing data collection, management and reporting for the depot system.

Primary Responsibilities

  • With oversight from ED and guidance from contracted subject matter experts (SMEs), will manage tasks and workflows to ensure deadlines are met for the program plan submission. Consults with stakeholders and compiles information to draft program plan.
  • Works in collaboration with the Executive Director, project managers, consultants and team to ensure CAA fulfills its obligations as the PRO for the RMA.
  • Manage communication and logistics with collection partners.
  • Oversee the collection site audit program to ensure collectors meet performance standards.
  • Hire, train, and manage a team to deliver on key elements of the program.
  • The team, under the direction of the Manager, will oversee the purchase and installation of needed equipment for collection sites, and offer technical assistance to sites when necessary.
  • Work with the accounting team to ensures payments to collection and transportation partners are timely.
  • Assist with the management of specifically identified materials (SIMs).
  • Foster productive relationships with contract partners through various collaborative efforts, including refining processes, oversight, issue resolution, and contract negotiation.
  • Responsible for defining team performance, setting team goals, measuring, and reporting.
  • Develop/enhance KPIs, reports, and business processes/cadences to ensure continuous improvements.
  • Review and validate the accuracy of service provider submissions, ensuring all claims are supported with the proper documentation and meet the reporting standards. Create purchase orders following claim validation allowing service providers to proceed with invoicing. Report irregularities and service provider performance issues to management.
  • Understands and oversees standardized project documentation and logs (actions, issues, risks, key decisions).
  • Reviews, analyzes, and evaluates business procedures, ensuring harmonization between states and National organization.
  • Outlines the tasks involved in the program and delegates accordingly.
  • Implements policies and procedures that will improve day-to-day operations.
  • Plans, directs, implements, evaluates, monitors and forecasts budgets and costs in each work area to achieve financial objectives.
  • Conducts risk assessments; reports identified risks to management; provides recommendations for mitigation of risk.
  • Communicates and collaborates with project team and staff to coordinate training and information required to design, build and maintain programs, and systems.
  • Works with the appropriate resources to ensure compliance with federal, state, local, industry, contractual, and company regulations, standards, specifications, and best practices.
  • Manages information necessary for quarterly and annual reporting.
  • Performs other related duties as assigned.
Required Skills/Abilities:
  • Knowledge of waste management services and processes related to PPP materials.
  • Strong relationship management and negotiation skills.
  • Technical proficiency with MS Office suite and business analytic tools.
  • Experience managing competing priorities at a senior level.

Education and Experience:
  • Bachelor’s degree in related field, which may include Business, Sustainability or related field required, along with formal training in contract management and negotiation skills (preferred).
  • At least ten years of related experience in recycling, sustainability or related field.
  • Experience leading program innovation or start-ups preferred.
  • Successful track record with team leadership.

Physical Requirements:
  • Includes travel to meet with stakeholders, including local governments, MRF’s, and haulers.

Compensation and Other Information:

  • Location: Initially Fully Remote (from OR).
  • Salary range is $108,000 – $142,000 based on a variety of factors in accordance with applicable law, including the successful candidate’s relevant experience, skills, knowledge, and work location. In addition to base salary, this role is eligible for medical, dental, and vision benefits, life insurance, retirement, and paid time off.
