Job Title: Program Manager

Job Overview:
  • The Program Manager is responsible for providing strategic and operational guidance to oversee the management and performance of a complex program.
  • This role ensures that all projects within the program are aligned with the overall objectives, delivered within scope, budget, and timelines, and adhere to governance standards.
  • The Program Manager will coordinate dependencies, facilitate communication between stakeholders, and implement effective strategies for project success.
  • This role requires a seasoned professional who can navigate the complexities of provincial government environments while driving successful project execution and will play a critical role in aligning IT projects with strategic goals and ensuring that projects meet high standards of performance, quality, and compliance.
Key Responsibilities:
  • Program Oversight: Develop a comprehensive understanding of each project within the program and manage interdependencies across these projects.
  • Planning Support: Assist with planning for program, project, and resource allocation, ensuring alignment with program objectives.
  • Governance & Compliance: Ensure that projects adhere to established governance standards, policies, and practices as defined by the Program Management Office (PMO).
  • Stakeholder Communication: Serve as the primary liaison between stakeholders and project teams, ensuring consistent communication, reporting, and updates regarding project status and outcomes.
  • Lifecycle Management: Collaborate with project managers to oversee the full project lifecycle for each project, ensuring projects are executed efficiently and in alignment with strategic objectives.
  • Delivery Management: Provide direction and leadership to ensure projects meet deadlines, stay within budget, and maintain a defined scope.
  • Performance Tracking & Reporting: Track and report project performance, including key performance indicators (KPIs), to ensure accountability and measure success.
  • Vendor Management: Lead vendor evaluation, selection, and contract negotiations to ensure effective partnerships and performance.
  • Process Improvement: Contribute to the continuous improvement of PMO processes and methodologies.
Skill Requirements and Qualifications:
  • Security Clearance: A clean criminal record check is required at the proponent's expense prior to starting onsite work or remote services.
  • An enhanced background check may be required for specific projects due to the sensitivity of the information involved.
Experience & Qualifications:
  • Minimum of 15 years of experience managing Information Technology projects
  • Valid PMP Certification or Prince2 Practitioner Certification.
  • Extensive knowledge and experience with project management methodologies
  • Experience with strategic planning
  • Experience leading and managing a project team within a provincial government setting
  • Understanding of provincial government processes, policies, and procedures
  • Strong understanding of information technology, cyber security, and its strategic application to business
  • Strong facilitation and negotiation skills
  • Strong analysis and problem-resolution skills
  • Strong leadership, organization, time management, and decision-making skills
Work Environment:
  • This role is onsite every day at the client's facility, requiring the Program Manager to be present for in-person collaboration and leadership.
Additional Information:
  • A clean criminal record check status will be required at the proponent's expense prior to the successful Service Provider Resource(s) arriving onsite or working remotely.
  • Maintaining a clean status is required throughout the Proponent's contract.
  • An enhanced background check, completed by Manitoba may be required on certain projects due to the confidentiality of the materials shared with the Proponent. If the proponent fails, they must rectify at their own cost and time.
