JOB DESCRIPTION

Summary/Objective:

The Director of Finance is responsible for fiscal oversight of and support to all Dimock programs, either directly or indirectly through Finance staff.

Essential Functions

  1. Organizes and implements annual budget process, including:
    1. Meetings with all Division Directors and Program Managers to assist with creation of program assumptions for upcoming year;
    2. Produces budget schedules from budget meetings;
    3. Analyzes budgetary impact of program assumptions;
    4. Determines feasibility of new programming/hires;
    5. Creation and maintenance of budget files and data;
    6. Preparation of monthly reforecast data.
  2. Ensures all state, local and private contracts are billed accurately on a timely basis.
  3. Ensures guidelines for appropriate backup are followed and documented.
  4. Creates and processes budget documents, including annual amendments.
  5. Reviews, analyzes, and reconciles contract receivables.
  6. Assists grant program directors with grant submissions, including budget documents.
  7. Creates internal grant documents to allow for monthly expenditure tracking in accordance with grant provisions and guidelines.
  8. Ensures all federal grant draws are properly documented and tied to monthly grant expenditures.
  9. Submits all grant reporting on an accurate and timely basis, including Annual SF-269 and Quarterly PSC-272.
  10. Serves as primary point of contact for annual grant compliance audits, providing required documentation and auditor support.
  11. Involved in submission of all new grant requests, including program development, budget creation and narrative writing and editing.
  12. Creates, documents and submits the following annual reports:
    1. Commonwealth of Massachusetts Uniform Financial Report (UFR);
    2. BPHC Uniform Data Systems (UDS);
    3. FQHC Cost Report;
    4. Medicaid Cost Report;
    5. Federal Fringe and Indirect Rate Reports.
  13. Reviews financials in conjunction with monthly close, including analysis and research.
  14. Oversees and maintains deferred revenue accounts, ensuring restricted funding is recognized appropriately.
  15. Supports CFO, CEO and program staff as needed.
  16. Other duties as assigned.

Competencies

  1. Demonstrated, progressive experience in managing the finance function from the staff to senior management level.
  2. Demonstrated leadership experience and expertise managing staff.
  3. Experience and expertise in developing and managing the budgeting and finance function in multi-service public or not-for-profit organizations.
  4. Demonstrated experience developing and maintaining relationships and collaborations with the banking and financial community.

Work Environment

This position largely operates in an office setting.

Compensation:

$150,000 - $180,000 plus Benefits

Position Type/Expected Hours of Work

This position typically operates on a 37.5-hour workweek. Frequent evenings and weekends may be required.

Required Education and Experience

  1. Advanced degree in accounting, business administration, or related field required.
  2. Specialized training and certification in financial administration, health care financial administration or other related area strongly preferred.
  3. Healthcare experience a very strong plus.
