Great Lakes Inter-Tribal Council is a non-profit organization formed by the Native American Tribes of Wisconsin. We serve all WI tribes by providing administration of grant-funded programs either directly or with sub grants. The Great Lakes Inter-Tribal Epidemiology Center (GLITEC) is a program of GLITC and is an established public health authority. Since 1996, GLITEC has served the 34 federally recognized Tribes, four urban Indian communities, and three Indian Health Service (IHS) service units within the Bemidji IHS Area (Michigan, Minnesota, Wisconsin, and Chicago). GLITEC’s mission is: To support Tribal communities in their efforts to improve health by assisting with data needs through partnership development, community-based research, education, and technical assistance .

Public Health Specialist I

GLITEC is seeking a Public Health Specialist I. This position is housed in our Grand Rapids, Michigan office. We are a growing program that focuses on public health practice and community-based work. These positions require an awareness and keen appreciation of Native traditions, customs, and socioeconomic needs. Qualified applicants must always demonstrate the ability to work effectively with contacts at Native organizations. This requires humility, respect, courtesy, open-mindedness, trustworthiness, discretion, resourcefulness, and good judgment in handling functions of a sensitive nature while continuing to pursue our mission.

The Public Health Specialist I will serve as an entry-level public health specialist responsible for providing technical assistance, expertise, and consultation on issues of public health; implementing health intervention strategies; assisting with health communication; and carrying out public health practices. Potential projects include identifying, defining, and working to prevent disability, morbidity, and mortality associated with disease, injury, and related health issues. The specific public health topics will depend on the objectives of the grant and the unique needs of each community we serve. Working as a team member under the direction of a Program Director, the Public Health Specialist I will aid and support to Tribal Nations on important public health matters. Day trips and overnight travel throughout Michigan, Minnesota, and Wisconsin are a part of the position and are important for building relationships with the communities we serve.

Principal Duties

The Public Health Specialist I is an entry-level public health specialist and is expected to perform public health functions under the supervision of a Program Director.

Regular functions to be performed by a Public Health Specialist I include

· Engage in public health practice with Tribal communities, organizations, and systems.?

· Implement projects or programs under the direction of the Program Director, including coordination of staff, contracts, and partner meetings.

· Establish and maintain effective working relations with partners, advisory groups, and committees to facilitate the implementation of all project goals.

· Assist with the planning and creation of health communication strategies and products, with increasing skill over time.

· Track the day-to-day activities required to ensure project tasks are completed on time, successfully, and in a manner consistent with the objectives and goals of the program according to the funding agency’s terms and conditions, if applicable.

Additional functions to be performed by a Public Health Specialist I include

· Assist Tribes, Tribal health departments, and staff in the Bemidji IHS Area with various public health functions.

· Research and identify appropriate evidence-based or promising practices for a variety of public health areas and disease topics.

· Serve as a resource for technical assistance in existing public health information, scholarship, and practice, including innovations in the field.

· Comply with established project timelines and performance standards for the overall program.

· Identify potential problems and collaborate with staff to prevent or solve problems in project implementation.

· Work closely with the Program Director in the implementation of program scope and objectives, as well as program monitoring.

· Assist in program or project evaluation, as appropriate.

· Provide logistic support to other staff, partners, contractors, subcontractors, and participating Tribal organizations and communities in the performance of activities.

· Synthesize disparate information and apply public health principles to complex health issues to identify potential approaches or solutions.

· Communicate (both verbally and in writing) all requirements and commitments to the Program Director and internal and external partners.

· Make oral presentations to diverse audiences, both scientific and non-scientific.?

· React to requests for information from community partners and follow the progression through to completion, including written and oral responses.

· Work with state public health staff and IHS staff to coordinate public health training and initiatives within Tribes.

· Coordinate with Epidemiologists serving Tribes in the Bemidji Area to produce regional data products, write semi-annual and annual reports, and provide training.

· Participate in projects as assigned by the Program Director and the Epidemiology Center Director. Follow directions from senior staff and integrate perspectives.

· Participate in writing for grants and other funding proposals, with increasing skill over time.

· Engage in networking activities to ensure awareness of services available.

· Ensure that all services are delivered in a culturally sensitive manner.

· Participate in various committees and work groups outside and within the organization as deemed necessary and appropriate to the position and supervisor.

· Attend conferences, trainings, and seminars to stay current on current public health practices.

· Perform other duties as necessary to fulfill the responsibilities of this position.

Working Relationships and Scope

Reports directly to a Program Director; works independently with acquired experience. Planning, coordination, and execution of work are reviewed for cultural appropriateness, accepted methods, attention to detail, consistency, timeliness, and overall presentation and outcome. Regular contact with all GLITEC staff members is necessary, and communication is required as needed with external partners and employees throughout GLITC for the purpose of gathering and sharing relevant information.

Qualifications

An equivalent combination of relevant education and/or training may be substituted for experience.

The required qualifications of a Public Health Specialist I are a bachelor’s degree in public health, community health education, or another relevant discipline. Entry-level knowledge in project implementation and monitoring. Knowledge of the principles and competencies of public health practice, including basic knowledge in the areas of biostatistics, environmental health, epidemiology, social and behavioral sciences, communication and informatics, diversity and culture, biology, program implementation and monitoring, evaluation, and systems thinking. Must be willing to work directly with Tribal communities and engage in public health practices.

The preferred qualifications include a?master’s degree in public health or a related field, Certified in Public Health (CPH) or Certified Health Education Specialists (CHES). Experience working with Tribal health departments, Tribal organizations, and/or not-for-profit agencies. Ability to work independently and as a program team member. Individuals must possess ?excellent verbal and written communication skills; professional demeanor and appearance; problem-solving skills; ability to manage time effectively; and self-motivation skills. Individuals must be able to work effectively under pressure, build positive work relationships with internal and external partners, interact professionally with a wide variety of people, speak in front of groups, address a wide range of intellectual and practical problems, create health communication products, and compose complex business correspondence (reports, health profiles). This position requires staff to maintain confidentiality of sensitive information and follow internal and external data protection policies. You must possess a valid driver’s license and/or reliable transportation with adequate insurance and the ability to travel.

Compensation

This is a full-time salaried position, located in our Grand Rapids, Michigan office. The salary for this position is $50,000 annually with benefits including paid time off (PTO) in the form of annual and personal leave; paid holidays; insurance benefits including health, dental, life insurance, accidental death and dismemberment (AD&D) insurance, short-term disability (STD) insurance, and long-term disability (LTD) insurance; flexible spending account (FSA), and 401(k) retirement plan. When traveling for work, eligible expenses are reimbursed based on GSA rates.

PTO accrual starts at 12 annual leave days and 12 personal leave days in the first year of employment.

Work is performed in an office environment with minimal exposure to injury. Position requires bending and being able to lift 15-20 pounds. Regular work hours are normally Monday through Friday from 8 a.m. to 4:30 p.m. with a minimum of 40 hours per week. There will be some variation in working hours and demand due to special projects, deadlines, travel, and other responsibilities. The central office is in Lac du Flambeau, Wisconsin, with satellite offices in Ann Arbor, Michigan; Minneapolis, Minnesota; Green Bay, Wisconsin; and Madison, Wisconsin. This is a full-time, in-office position, and the expectation is for employees to be available for in-office work. This is not a remote position. This position requires travel to attend industry, community, and program-related activities. Drug and background screening is required before hiring.
