EXAMPLES OF WORK*
ESSENTIAL JOB FUNCTIONS
Patrols an assigned area by vehicle or on foot to ensure public compliance with existing parking ordinance.
Issues citations for parking violations and performs other enforcement of parking regulations mandated by Florida Statutes and City ordinances.
Participates in judicial proceedings by giving depositions, testifying at hearings, preparing and reviewing testimony for cases, and attending pre-trial conferences.
Assists public with routine parking activities/questions. Provides timely, courteous, and within area of assignment, knowledgeable response to customer needs. Provides assistance or directions to citizens making inquiries.
Observes and reports hazardous conditions, that need to be repaired.
Performs routine inspections of municipal parking equipment and facilities for proper maintenance, operation, and cleanliness.
Assist in parking meter operations; including installation, removal, collection, auditing, and maintenance. Operates departmental vehicles and reports mechanical problems to supervisor.
Attends work on a continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
May train new or temporary staff.
May act in the absence of supervisor.
May represent the city on parking activities in court or to the public.
Assists in maintaining necessary parking related supplies and equipment
Performs various administrative duties including special details, pick-ups and delivery services as needed.
Will be required to respond under emergency conditions.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Graduation from high school or possession of an acceptable equivalency diploma and two (2) years of public contact experience in the service sector.
Experience and knowledge of parking management software (T2 Flex, Flexpoint, PassportParking or similar) is desirable.
CERTIFICATIONS OR LICENSES
Licenses
Valid driver license required. Valid Florida driver license required within 30 days of start date and at all times while employed in this classification.
Certifications
Successful completion of the Parking Enforcement Specialist Course approved by Florida’s Criminal Justice Standards and Training Commission for nonsworn personnel of police and sheriff departments is required within six (6) months of start date.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of standards and practices associated with parking enforcement.
Knowledge of City geography.
Working knowledge of personal computers, smartphones and related departmental software applications.
Ability to work effectively with co-workers, other agencies, and the general public in a professional and respectful manner.
Ability to communicate effectively both orally and in writing.
Ability to apply principles and practices of customer service and public relations.
Ability to defuse and react appropriately to potentially dangerous and confrontational encounters with the general public.
Ability to enforce ordinances with professionalism, firmness, tact and impartiality.
Ability to apply sound principles of independent judgment and discretion during enforcement activities.
Ability to perform multiple task effectively, under pressure.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
PHYSICAL REQUIREMENTS
Work requires long distance walking and frequently standing for prolonged periods of time.
Work requires physical strength and agility sufficient to safely perform all essential job functions, including the ability to lift, carry, push or pull 25 pounds without assistance.
Must communicate orally, see physical surroundings, listen, hear others, respond to oral commands, and demonstrate good communication skills.
Work requires normal vision to recognize City Ordinance violations.
Work requires continuous situational awareness while enforcing.
WORK ENVIRONMENT
Work may require the use of personal protection equipment and wearing uniform supplied and in compliance with dress code.
Work may require the use of personal transportation devices, such as, bicycles or segways.
Work will require rotating shifts including nights, weekends and holidays.
Work requires performance of tasks under hazardous conditions and in inclement weather.
Work requires performing tasks in and around traffic.
Work may require attending meetings, parking related judicial hearings, and special events outside regular business hours.
