Project Manager
Construction Engineer - Architect
*Must be willing to travel in the US max once a month for a few days.*

Definition of Responsibility:
Under general Supervision, (1) reviews designs, (2) supports construction oversight by inspecting the materials methods and workmanship employed on construction projects to ensure compliance with contract, approved design, and specifications, and (3) supports real estate/leasing actions.

Essential Duties:
  • Plans and manages projects of construction and build out of office relocations working closely with Government Agency Office of Facilities, Facilities Management Division staff and/or U.S. General Services Administration (GSA).
  • Demonstrates advanced interpersonal skills and facilities business acumen, including expertise in facility strategic planning, generation of Architectural and Engineering scopes of work (SOW), construction estimates, budgets, project schedules, capital investment review, presentation generation and delivery, scoping, site, building and space planning and design, site or construction phasing, bidding, construction management, construction safety, earned value analysis, office relocation and occupancy, mechanical, electrical, plumbing systems, 24/7 mission critical operations, continuity and associated urgency of action, operations and maintenance, building system forensics, remediation and property.
  • Performs field inspections of project sites, observes construction work in progress. Ensures that the work of contractors and the materials used comply with contract plans and specifications. Updates and maintains Critical Path Method (CPM) schedules via Primavera or Microsoft Project platforms.
  • Monitors, verifies, and documents the progress of projects. Prepares report of construction activities; calculates and documents material quantities used on jobs; ensures that payments to contractors correspond to contract terms. Travels between project sites located throughout the Country.
  • Meet with contractors, representatives of other agencies, and others to resolve issues which arise during construction. Confers with agency management and engineers regarding significant project changes; and responds to inquiries from the public regarding projects.
  • Participates in pre-construction meetings with contractors; reviews/interprets project plans and contract specifications; enforces traffic control and traffic safety regulations at project sites; trains new employees.
Performs other related duties as required.
  • Project development, design document review, completion of data calls, energy/water management, and facilities physical security.
  • Safety/environmental/sustainability compliance management and program execution.
  • Support for real estate/leasing actions.
  • Facility condition assessments.
  • Site/construction progress visits.
  • Participation in meetings and preparation of presentations and reports.
  • Managing the planning and design stages of construction projects.
  • Contributing technical expertise to project drawings and designs.
  • Performing cost calculations and preparing financial projections.
  • Preparing work schedules in collaboration with the project manager.
  • Overseeing construction engineering processes.
  • Ensuring that the construction project is completed on time and within budget.
  • Documenting processes and keeping detailed construction logs.
  • Presenting construction project progress updates to NWS and other agencies.

**Previous experience with Federal Government installations (Civilian and/or Department of Defense (DOD)) is a plus.

Core Skills:
  • BS/BA degree (or equivalent) in the field of Architecture, Engineering, Facilities construction and operation and maintenance (O&M) with a minimum of 10 years’ experience with a current state license as a registered architect (RA) or professional engineering (PE) and preferably 5 years’ experience with Government and commercial facilities experience.
  • Considerable experience in short term and long-term facility planning, strategic planning, condition assessments, risk analysis, project prioritization, design, construction, leasing, and property disposal.
  • Knowledge of architectural and engineering concepts, principals, methodologies, design, construction methods and practices, contract procedures, and construction management practices involved in the planning, design, construction or renovation of structures and buildings.
  • Knowledge of National Environmental Policy Act (NEPA) requirements for construction and federal property disposal.
  • Knowledge of duties concerned with concepts, and management of facility project administration in the planning, design, and construction of major structures.
  • Ability to design, critically review and comment on project plans and specifications in compliance with Government standards and industry best practices.
  • Ability to perform on-site construction management or observation, identify and report discrepancies or concerns as well as provide a requisite level standard of care and professional conduct consistent with a state licensed professional.
  • Knowledge of and experience with generating statements or scopes of work, independent cost estimates, acquisition and contracting procedures, building codes, service contracts, physical plant operation, health and safety practices and procedures, environmental safety practices and procedures.
  • Knowledge and the practical use of applicable national, state, local codes and regulations relating to design and construction.
  • Ability to decipher abstract technical information and write clear, concise technical documents and reports.
  • Effective intrapersonal, communication and team building skills.
  • Ability to travel by air carrier to any U.S. state, territory, or Micronesia.

Physical and Environmental Conditions: The work entails field inspections of major construction sites. Work includes frequent walking, standing, and exposure to potential hazards such as traffic, heavy equipment, and adverse weather.
