General Description


OPEN UNTIL FILLED
This position is responsible for the daily operations of the Fire Prevention Bureau including fire prevention, inspection of properties, fire investigation, and related education of the public. Works under general supervision of the Assistant Chief of Administration.

This position is exempt. Fair Labor Standards Act overtime provisions will not apply.
Per Florida Statute 295.065, certain servicemembers and veterans, and the spouses and family members of such servicemembers and veterans, receive preference and priority, and that certain servicemembers may be eligible to receive waivers for postsecondary educational requirements, in employment by the state and its political subdivisions and are encouraged to apply for the positions being filled.

Primary Duties


  • Recommends and assists with the development and implementation of plans that effect the overall performances and operations of the department to accomplish goals and objectives; implements those plans, programs, and actions as approved,
  • Oversees fire prevention; reviews plans for fire protection; inspects properties; conducts fire investigations; supervises the related permitting process; and educates the public on fire education and City related services.
  • Ensures compliance within the fire department pertaining to departmental rules, policies, regulations, and standard operating guidelines as applicable.
  • Responds to fire and emergency calls; participates in incident command; may act as the safety officer or other incident command function.
  • Drives and operates fire department vehicles and equipment.
  • Responsible for the proper operation and maintenance of all assigned equipment and maintains and checks assigned equipment and assists with minor repairs and maintenance of equipment.
  • Assists in preparation of the annual departmental budget and monitors the department's fire prevention budget for expenditures, budget transfers, and account balances.
  • Writes and reviews specifications for bids, obtaining quotes, and ordering equipment.
  • Maintains records for department uniforms and turnout gear; and makes decisions regarding repair, maintenance, and serviceability.
  • Performs research and conducts surveys; and creates reports as required or requested.
  • Assists with departmental grant writing.
  • Conducts periodic reviews of departmental procedures to include developing and updating when directed.
  • Supervises assigned personnel including directing work, monitoring, evaluating, counseling, and disciplinary actions including recommending extension of probation and/or discharge.
  • Assists with departmental appeal and grievance process including the preparation of reports and responses.
  • Serves as the hiring manager for the fire prevention division.
  • Monitors communications equipment and broadcasts messages.
  • Attends instructional and training sessions and seminars as required and to remain abreast of the field.
  • Maintains method of contact (home telephone, personal cellular telephone) and may be placed on emergency call outs.
  • May be required to work, on-call duties, and extended hours in emergency situations.
  • Represents the city in Local Mitigation Strategy (LMS) meetings.
  • Represents the city in Local Emergency Planning Council (LEPC) meetings.
  • Performs other duties as assigned.

Minimum Qualifications


  • Bachelor's degree from an accredited college/university in Public Safety, Fire Science, Emergency Medical Services, Public Administration, Business Administration, or a closely related field (within 1 year of date of hire).
  • Five (5) years of progressively responsible experience in the fire service.
  • Three (3) years' experience in supervising and management of employees.
  • Five (5) years of experience conducting fire inspections.
  • Completion of Incident Command System (ICS) courses 100, 200, 300, 700, and 800.
  • Florida Fire Instructor I (within 6 months of date of hire).
  • Florida Municipal Fire Safety Inspector II (or within 1 year of date of hire).
  • Certified Florida Fire Investigator.
  • Valid Cardiopulmonary resuscitation (CPR) card for Health Care Providers with Automated External Defibrillator (AED).
  • Emergency Vehicle Operator's Course (minimum 16 hours) or equivalent.
  • Valid Florida driver's license.
In some cases, an equivalent combination of higher education and experience may be considered, provided that the education and experience is in a relevant and related field.

Physical Demands

  • Continuous light work and occasional heavy work. Moderately heavy work for a considerable part of working time
  • Walking, standing, reaching, pulling, crawling, kneeling, bending, balancing, stooping, jumping, climbing (including ladders), and running.
  • Heavy (50 pounds and over) lifting and carrying.
  • Acceptable eyesight, hearing and speech.
  • Good hand/finger dexterity and hand/eye coordination.
  • Regular driving and operation of assigned equipment.
  • Some tasks require a degree of physical conditioning and stamina.
  • Wears protective clothing and equipment of 60 pounds or more including respiratory protection and work in extremely high temperatures and toxic atmospheres.
  • Ability to perform prolonged and arduous work under adverse conditions, including, but not limited to, weather conditions (heat, cold, rain, etc.), hazardous conditions and close/confined spaces for long periods of time.
  • May be necessary to endure periods of duty under unfavorable and life-threatening situations.
  • Communicates both orally and in writing.
  • Meets and maintains the medical, physical, and psychological demands of the position.
  • Successfully completes a Clermont Fire Department physical ability test.
Work Environment
Works inside in an office environment. Works outside in various weather conditions (heat, cold, rain, etc., including extremes of each). Occasionally encounters hazardous conditions such as flames, chemicals, smoke, heat, gases, moving vehicles, falling structures and debris, electricity, poor ventilation, poor lighting, heights, cold, extreme weather conditions, and exposure to contagious diseases. Exposed to situations that are threatening to life and/or property.
