Job Title within the City of New Haven: ECONOMIC DEVELOPMENT OFFICER, SPECIAL PROJECTS

PRIMARY FUNCTIONS

This is a unique and creative position, at the direction of the Economic Development Administrator or designee, on specific developmental projects.

 

Work involves assisting the director in planning, organizing, packaging and implementing specific economic development programs, dealing with downtown development, harbor, port, transportation, environment, public investments and any other matters which are considered part of the economic development director’s responsibly. Work is performed under the direct supervision of the Economic Development Administrator or designee and is reviewed through conferences and observation of results.

 

Hybrid remote work options for some aspects of the work may be available once work routine are established.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Represents the Director in dealing with specific developmental projects such as the port, specific downtown projects, the airport, major business liaison, etc.
  • Prepares background materials and follows through on implementing specific economic development projects initiated by others.
  • Provides specific liaison with the Redevelopment Agency, City Plan, and other City departments on such special projects.
  • Assists or prepares applications for specific federal or state programs which would assist such special project development.
  • Provides liaison and programming with other government or private sector economic development entities.
  • Performs related work as required

EDUCATION, QUALIFICATIONS & EXPERIENCE

A Master’s Degree in Planning, Economics, or other related field, and at least two years of experience in economic development or community development; or any equivalent combination of training and experience which provide the following knowledge, abilities and skills:

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Considerable experience in urban planning and economic implementation.
  • Thorough knowledge of development principles, common practices, and financing.
  • Considerable knowledge of municipal government structure and governmental relations.
  • Considerable knowledge of local, state, and federal legislation, especially economic development financing programs and applications procedures.
  • Ability to take a complicated developmental problem from its inception and carry it throughout analysis, planning, packaging, financing, and implementation.
  • Ability to work well with other agencies within the City government as well as with the Mayor’s office and the Board of Aldermen.
  • Ability to communicate effectively, both written and orally.
  • Ability to be a self-starter and self-motivator and take on additional responsibilities as necessary.
  • Ability to work under extreme pressure and difficult circumstances.
  • Ability to represent the Director and the City of New Haven under any circumstances in a prudent and professional manner.
