DEFINITION:

Under the direction of an assigned supervisor, the Director of Risk, Security, and Safety (DRSS) is responsible for the comprehensive protection of life and property at Imperial Community College District (ICCD). The Director of Risk, Security, and Safety will lead the strategic development and operations execution of the district's safety program and emergency preparedness efforts ensuring compliance with federal and state regulatory requirements including enhance responsibilities under Clery Act and SB 553

EXAMPLES OF DUTIES:

The following duties and responsibilities described below are intended only as illustrations of the diverse types of work that may be performed. 1. Respond to, investigate, document all security and safety related complaints and incidents, ensuing alignment with federal, state, and local mandates. Coordinate with Human Resources for specific investigations. Lead and expand security and safety investigations, providing detailed findings to relevant stakeholders as required. Development and implementation of policies and procedures related to safety, including maintaining, updating, and posting safety information ensuring compliance with federal and state regulations.

2. Lead efforts to ensure compliance with Safety, Title IX, Workplace Violence Plan and Clery Act laws and regulations, as well as other related federal and state laws.

3. Conduct comprehensive worksite surveys and inspections periodically; perform routine job or hazard analyses.

4. Establish and implement procedures for ensuring the timely correction and control of hazards.

5. Plan, organize, and direct security and safety projects and services; assess District security needs and provide recommendations as appropriate.

6. Direct the preparation and maintenance of narrative and statistical reports, records and files, coordinate research and collection of security and safety data and information.

7. Plan, organize, investigate, file, and execute all Property, Liability, and equipment breakdown claims according to board policy and administrative procedures.8. Develop, review, and update the Campus Emergency Preparedness and Response Plan.

9. Implement the Emergency Preparedness and Response Plan in accordance with the California Standardized Emergency Management System (SEMS) and the National Incident Management System (NIMS) guidelines and serve as the expert for emergency operation, training, and coordination at ICCD.

10. Plan and coordinate emergency preparedness exercises and drills. Incorporate lessons learned and best practices into Emergency preparedness.

11. Supervise, direct, and evaluate Campus Safety and Parking Control Department staff. Coordinate with third party security forces in providing campus security.

12. Assess security risk(s) and take appropriate actions to keep the campus safe for all.

13. Provide strategic planning for emergency management and the coordination of college plans with broader regional emergency frameworks as needed.

14. Conduct, track, and document district wide safety training including workplace violence prevention plan, Cleary Act, etc. for employees.

15. In coordination with Maintenance and Operations, oversee the district's hazardous material and hazardous waste program. Provide related training.

16. Develop, implement, and evaluate the District's Illness and Injury Prevention Plan, Workplace Violence Plan, Blood Born Pathogen Plan, Hearing Conservation Plan, and other plans related to safety programs as required.

17. Participate as a chair of the campus Environmental Health, & Safety Committee, and appropriate college-wide committee membership.

18. Implement and make recommendations on traffic and parking enforcement.

19. Establish and maintain partnerships with appropriate local, state, and federal law enforcement, emergency responders, safety officials and other government agencies.

20. Preparation and manage the Campus Safety and Parking Control Department program review and budget, including safety and emergency management fiscal needs.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Possession of a Bachelor's degree in a related field or equivalent and two years of professional experience in security, safety, or emergency management.
