The climate emergency is having a profound effect on children’s lives today, posing an unprecedented threat to children’s rights now and in the future. Save the Children (SC) is deeply invested in scaling locally led and data/technology enabled Disaster Risk Management practices. To support this, SC has developed a Global Anticipatory Action (AA) Framework that aims to prevent and reduce the impact of predictable crises on children so that they may survive, learn, and be protected.

The Advisor, Disaster Risk Management/Anticipatory Action (DRM/AA) will provide guidance on DRM and AA strategies, policies, and practices, playing a role in supporting SC’s development and humanitarian efforts as a member of Save the Children United States (SCUS)’s International Programs (IP) Department of Hunger and Livelihoods (DHL), and providing support on related issues to the Department of Humanitarian Response (DHR) and Save the Children International (SCI) as needed. You will also play a role in business development, working closely with SCUS Portfolio Growth and Performance (PGP) and Partnerships and Philanthropy (P&P) team members to identify and pursue opportunities.

You will help ensure global DRM and AA priorities are effectively integrated into SC’s programs worldwide. You will work collaboratively across IP, particularly DHR, and with SCI’s global AA team, country, and regional offices, to enhance capacity to anticipate and respond to disasters, thereby reducing the impact on vulnerable children and communities. In addition, this role will play a part in knowledge management and thought leadership on DRM and AA issues.

What You’ll Be Doing (Essential Duties)

  • In collaboration with PGP and other stakeholders within IP, finalize and implement a plan to finance DRM and AA programming across IP, including donor engagement. Support regular prospect research and analysis of funding opportunities in alignment with strategic priorities for AA fundraising, and update the head of DHL on progress and the opportunity pipeline on a regular basis.
  • Provide technical input for the design of DRM and AA concepts and proposals in line with the internal and/or donor requirements and coordinate with other IP departments to ensure inclusion of DRM and AA on cross-sectoral proposals, including humanitarian awards.
  • Engage with donors to assess interest in financing anticipatory action and explain SC’s approach and added value globally and as it relates to the context.
  • In coordination with P&P, new business development (NBD) within PGP, and SCI, ensure DRM and AA program design incorporates SC principles of localization, child-centered approaches, child engagement, and child safeguarding.

Technical Expertise, Planning & Management (25%)

  • Stay up to date on trends and developments in AA, early warning systems, emergency preparedness planning, and disaster risk reduction (DRR).
  • Provide expert and timely advice to country and regional offices in the design, implementation, and monitoring of AA programs.
  • Collaborate with external partners that bring in complementary expertise particularly related to use of technology for early warning systems and/or risk mitigating financing.
  • Stay abreast of IP’s DRM and AA-related programming and its impact.
  • Liaise with SCI’s AA team and participate in technical working groups, sharing relevant information about DHL programs and disseminating learnings to DHL colleagues.
  • Encourage and ensure SCI’s DRM and AA tools and guidance are widely disseminated and efficiently used within IP. Coordinate with relevant SCI staff to facilitate trainings on these tools for SCUS technical and NBD staff.
  • Ensure engagement across operational and technical teams, and with national/local authorities and local partners.
  • Explore and establish key partnership opportunities to ensure timely forecasting of climate risks and impacts.

Thought Leadership, Learning, & Knowledge Sharing (25%)

  • Lead the documentation and exchange of DRM and AA best practices, lessons learned, and case studies to foster a culture of learning and knowledge-sharing within DHL and more broadly across SCUS and the global movement.
  • Support DRM and AA’s inclusion in IP and SCUS strategies as appropriate, particularly DHL, DHR and the broader climate team. In collaboration with the Managing Director, Evidence for Impact in IP as well as relevant stakeholders in DHL, DHR, and SCI, define and establish and take an active role in implementing SCUS’s contribution to a DRM and AA learning agenda in partnership with professionals across IP and SCI.
  • Raise SC’s DRM and AA profile through thought leadership in coordination with IP and Marketing, Communications, and Fundraising (MCF) colleagues. This will include collaborating with MEAL staff on analysis and/or visualization of program data that SC already gathers, presenting it in a useful compelling way for use with audiences such as donors and partners.
  • Represent SC in forums, networks, and conferences to advance DRM and AA methodologies and prepare head of DHL for relevant speaking opportunities and external meetings.

Required Qualifications

  • Minimum of a bachelor's degree or equivalent experience, plus at least 5 years of relevant experience
  • Business development or proposal writing experience
  • Strong data analysis and visualization skills
  • Excellent strategic communication skills
  • Demonstrated knowledge and experience of AA, emergency preparedness and disaster risk management and reduction, including a solid understanding of AA’s key components
  • Experience with projects that are focused on food security, information sharing/dissemination, poverty mapping, natural disaster and/or famine risk assessment, early warning, and disaster relief is required
  • Track record of securing funding from donors interested in DRM/AA programming
  • Experience designing and facilitating emergency preparedness, DRM and AA trainings or capacity building initiatives
  • Ability to convene a range of experts and stakeholders to plan for DRM and AA
  • A general appreciation of the issues concerning the non-governmental organization (NGO) sector, both development and humanitarian issues
  • Credibility to lobby, influence and represent Save the Children at all levels.
  • Good analytical skills and effective negotiator with the ability to positively influence cross-departmental and cross-sector working
  • Commitment to and understanding of SC’s aims, values, and principles including rights-based approaches.
  • Professional proficiency in MS Office suite
  • Professional proficiency in spoken and written English
  • Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally
  • Demonstrated commitment to fostering and maintaining an environment of diversity, inclusion, and belonging.
  • Willingness and ability to travel up to 30% time.

Compensation

Save the Children is offering the following salary ranges for this position, dependent on candidate location:

  • Geo 1 - NY Metro, DC, and other locations with labor costs significantly above national average: Target Salary for this position is $84,150 – $94,050 base salary
  • Geo 2 - Locations around the US National Labor Cost Average: Target Salary for this position is $76,500 – $85,500 base salary
  • Geo 3 - Locations significantly below the US National Labor Cost Average: Target Salary for this position is $68,850 – $76,950 base salary

The salary ranges listed above are for US based candidates. For candidates located outside of the US, salary ranges will be based on the salary scales of the local employer of record.

Actual base salary may vary based upon, but not limited to, relevant experience, base salary of internal peers, business sector, and geographic location.
